The VEVRAA mandatory job listing requirement for covered federal contractors and subcontractors states that the job needs to be listed "with the appropriate employment service delivery system where the opening occurs." In its FAQ, OFCCP clarifies that, "Typically, the location of a job opening, or the location to which the employee must report for work is where the opening "occurs." In your example, the job is performed in NYC and therefore, should be listed with the state ESDS in New York.
