Moving a candidate for class hire opportunities.

For most of our class hires, we have an ongoing schedule of classes that occur each month. There may be times where we fill one class but have identified a few additional candidates that will be eligible to start with the next group. Are there any compliance concerns with OFCCP around moving a candidate to the next opportunity for the new start date? If there is not, are there any concerns if the application questions are revised for the next opportunity if those candidates are to be moved? If so, what would be the best option to move these type of candidates when we have continuous hiring efforts for the same position? Would having them apply on their own to the new position work better or hiring them to the current opportunity with a different start date?
