Debra Milstein Gardner founded Workplace Dynamics LLC as a women-owned and operated human resources consulting firm in 1990. Debra has 33 years of experience gained while working in the public and private sectors in various human resources compliance roles. She began her career working for the EEOC as an investigator and a field auditor. From the government, she went to work for Marriott Corporation and held jobs in EEO, affirmative action, and field operations. Debra and her staff of experienced consultants offer a full range of HR compliance services covering EEO, affirmative action, FLSA, ethics, and general human resources support. Some of these customized services include affirmative action plan development, OFCCP compliance support, discrimination charge investigation and resolution, FLSA classification reviews, compensation market analyses, and design of compensation programs, employee handbook development, and training program design and facilitation.

Ms. Gardner authored the 10th edition of the Affirmative Action Profile and co-authored the Diversity and Inclusion Profile for ELLA® (Employment Labor Law Audit). She has also been published in the Baltimore and Washington Business Journals, BLR.com, and BusinessInsurance.com on employment related issues. Debra is a certified administrator of the Intercultural Development Inventory (IDI), a validated culture-neutral instrument that measures an individual’s level of cultural competence.

Debra is a member of SHRM, Baltimore Industry Liaison Group (BILG), National Industry Liaison Group, and the Maryland Association of Affirmative Action Officers.
