The provisions in the OFCCP regulations that require covered federal contractors and subcontractors to undertake mandatory training can be found under “Required contents of affirmative action programs” §60-741.44(j) for those covered under Section 503 and §60-300.44(j) for those covered under VEVRAA, where it states: “(j) Training. All personnel involved in the recruitment, screening, selection, promotion, disciplinary, and related processes shall be trained to ensure that the commitments in the contractor's affirmative action program are implemented.” The regulations do not go into specifics into the type and scope of the training, but it makes sense to provide training that would develop an understanding of your contractual obligations, affirmative action and nondiscrimination, and build the necessary KSAs to implement, monitor the progress, conduct internal audits, and annually update your AAP.
