The requirements apply only to positions in the US.
VEVRAA applies to employment activities within the United States including actual employment within the United States and decisions the contractor made within the United States pertaining to the contractor’s applicants and employees who are within the United States. Regarding employment opportunities abroad; such as, filling jobs abroad, the contractor must list these employment openings with the state employment service delivery system (ESDS) if the recruiting and hiring for these jobs is done within the United States. In contrast, this does not apply if the jobs are listed and filled outside of the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, Guam, the Virgin Islands, American Samoa, the Commonwealth of the Northern Mariana Islands, Wake Island, and the Trust Territories of the Pacific Islands.
