State Listing for Position Sitting in one state office and reporting to different state office

As an example, if we have an employee who will sit in our PA office but will report to CA so will work on projects assigned to our CA office (which could be in any state), do we have the option to list with either the physical location state, reporting location state or both states or is there a preference for compliance?
