Our company has a vague internal posting policy and some departments promote an employee into a higher role while other times it is recommended they post the position internally to see who is interested in the role and to ensure they are thoroughly reviewing all internal candidates instead of selecting someone specific to promote. Is there an issue with compliance when we do not post an internal position and instead select someone to promote within the department? It is not a progression type of promotion; it is multiple people in the same role and one is selected to move into a higher level role.
