Establishing recruitment area

It’s been some time since we reviewed our recruitment area to establish external availability. I have never done this and hoping that I can get some advice. I had planned to pull applicant data and segment by AAP and then look at zip codes within job group group. When I did a quick google search, it appears that I should be pulling census data instead. What is the proper way to do this?
