Is ‘Does Not Meet Requirements’ a good enough code for why we didn’t look at candidates further? Or do we need to be more specific?

In short, yes. The Internet Applicant Rule supports this as enough specificity. It is important, however, to maintain a list of what the minimum requirements are, and to ensure that any candidate selected meets the minimum requirements.
