Converting a Contractor and Temp Employees

Hi, I’m wondering if I need to post a job externally if I have a contractor or Temp employee on-site that we want to convert. Also, I’m wondering if there are any definitive guidelines on how long a job has to be posted externally to be in compliance with OFCCP.

Additional information: We are a Federal Contractor, We paid for H-1b, the individual started as a co-op and moved to a contractor/consultant status over a year ago.
